A  One can read around the image “Gregorius XIII”. So I looked for this information on the net, and found out that the coat of arm of Pope Gregorius XIII had a dragon with a cut tail (in other word, a dragon without its evil part: see: http://romeartlover.tripod.com/Gregorius.html). That is quite clear also in the picture in the link you provided. Now Protestants completely forget about the “cut tail” and only focus on the first part of it – and this is not honest.

 I do not know the origin of the coat of arm of that Pope. It usually comes from ancestors of his family, especially if there had been one of them who was a soldier and had a famous victory: he may take for himself afterwards a coat of arm signifying what happened. If one of them had been evil before and then converted, he may have taken such “dragon with cut tail” to signify what he was and how he cut off the evil from him…

In any case, the coat of arm of someone does not make him evil; one must understand the signification of such coats of arm, and not give them a meaning that they do not have. One should remember that in the Scriptures, the same image can have a good meaning in one context and a bad one in another context: for instance:
