That is quite clear also in the picture in the link you provided. Now Protestants completely forget about the ¡°cut tail¡± and only focus on the first part of it – and this is not honest.
I do not know the origin of the coat of arm of that Pope. It usually comes from ancestors of his family, especially if there had been one of them who was a soldier and had a famous victory: he may take for himself afterwards a coat of arm signifying what happened. If one of them had been evil before and then converted, he may have taken such ¡°dragon with cut tail¡± to signify what he was and how he cut off the evil from him¡¦
In any case, the coat of arm of someone does not make him evil; one must understand the signification of such coats of arm, and not give them a meaning that they do not have. One should remember that in the Scriptures, the same image can have a good meaning in one context and a bad one in another context: for instance:
